Where do truck crashes happen around Houston, and which court would hear the case?

Mostly on the freight corridors feeding the port and the ship channel: Interstate 10, Interstate 45, US 59 and the Beltway. Houston's city limits reach into Harris, Fort Bend, Montgomery and Liberty counties, and the county a crash happened in decides which district court hears the case, not the address on the report.

Truck accidents in Houston

Houston is a port city before it is anything else, and its truck traffic follows from that. Port Houston moves more foreign tonnage than any other US port, and the containers, chemicals and project cargo crossing its docks leave by road through the ship channel corridor. That puts a concentration of heavy commercial vehicles on a handful of routes rather than spread evenly across the metro.

The city limits cross four county lines, which matters more here than in most places. A crash on the same stretch of road can be a Harris County case or a Fort Bend County case depending on where the vehicles came to rest, and the two are different courthouses with different dockets. The county figures below are what the federal file records for each of them.

The report is the other thing the county decides. A Houston Police Department unit, a Harris County constable and a DPS trooper will each write the same crash differently and file it in a different place, and all three feed eventually into the statewide system. Asking the wrong one first is the usual reason a report takes weeks instead of days.

A crash reaches this file when it killed someone, injured someone badly enough to be treated away from the scene, or disabled a vehicle enough to be towed. It is not a finding of fault. The definition, 49 CFR 390.5

County lines decide which court would hear a case, which is why a city spanning several of them is worth breaking apart.
